Edison International (NYSE: EIX), parent of the utility Southern California Edison, became the target of a short call from Muddy Waters Research on October 13, 2026. The short seller argues that Edison acted with "conscious / willful disregard" before the January 2025 Eaton Fire, which could lift shareholder liability from about $4 billion to about $20 billion. The next checkpoint is Edison's third-quarter report on October 29, 2026.

Is EIX a good bet right now?
Bulls see a utility near its 52-week low, backed by a large state Wildfire Fund. Bears see a liability that could rival the whole company's market value.
The gap is stark. The $20 billion estimate from Muddy Waters is close to Edison's $21.4 billion market value at the October 12 close.
The first reaction was muted. Investing.com reported EIX fell as much as 4% on October 13 before recovering its losses.
Why are investors bearish on Edison International?
- The fire model. According to Investing.com's summary of the report, Muddy Waters says Edison's Fire Potential Index capped wind-speed input at 29 mph, and that Edison identified problems with the model in 2019.
- The shutoff choice. The report says Edison de-energized three nearby distribution circuits two to three hours before ignition but left four high-voltage transmission circuits energized.
- The official cause. The Los Angeles County Fire Department and CAL FIRE concluded on August 4, 2026 that electrical arcing on an out-of-service SCE tower caused the fire, which killed 19 people.
- No legislative rescue. EIX fell 23% on August 31, 2026 after the wildfire bill SB 492 left out the liability protections utilities sought, KCRA reported.
- Open investigations. Edison's 10-Q discloses a Los Angeles District Attorney investigation into whether any criminal violations occurred.
Who's making this call and why?
Muddy Waters Research is Carson Block's short-selling firm, with about 251,000 followers on X. On October 13, 2026 it wrote, "At minimum, Edison should be liable for $4B; we think it should be ~$20B." The firm argues that a willful-disregard finding would remove the $4.3 billion cap.
Track record. In our tracking, Muddy Waters Research is 3-2 (a .600 win rate) on 5 calls scored at 180 days against the S&P 500, with an average edge of -8.0 percentage points and a median of +1.5. Another bearish voice:
- Jefferies analyst Paul Zimbardo cut EIX to Underperform with a $42 target on October 2, 2026, saying Eaton Fire liabilities are not priced in and naming possible criminal charges as a near-term risk, Investing.com reported.
Who disagrees?
- Morningstar (@MorningstarInc) wrote on October 9, 2026 that "$PCG and $EIX top our list of the most attractive utility stocks" among the undervalued names its analysts cover.
- Hawkinvest (@Hawkinvest1), who describes himself as a Seeking Alpha contributor, pointed on October 9 to a state-commissioned study urging liability reform and wrote, "When this happens a huge rebound is likely for $PCG and $EIX".
- Hammerstone Markets (@HammerstoneMar3), a news feed, noted EIX traded above its pre-report price and wrote, "Sadly, Block may have investigated Edison a month or 2 too long."
- Edison's position. In its 10-Q, SCE says it believes it can make a good faith showing that its transmission conduct was consistent with a reasonable utility.
What are the key facts to verify?
- Edison's Eaton Fire note: $1.6 billion of settlement losses recorded through June 30, 2026, offset by expected recoveries of $917 million from customer-funded self-insurance, $645 million from the Wildfire Fund and $70 million through FERC rates.
- The fund administrator's report of about $21 billion in claims-paying capacity available for the Eaton Fire.
- The full Muddy Waters report and Edison's formal response.
- Any update from the Los Angeles District Attorney or the CPUC prudency process.
What would prove it right or wrong?
Signals the short is working:
- A regulator or the fund administrator finds conscious or willful disregard.
- Edison raises its loss estimates or takes a large charge on October 29.
- Criminal charges or damaging new evidence surface in litigation.
Signals it is failing:
- The CPUC finds SCE's conduct prudent, or the $4.3 billion cap holds.
- California passes liability reform in a special session or in 2027.
- EIX holds above its September 28, 2026 low close of $51.47.
